YOU ARE HEREBY SUMMONED TO ATTEND the Meeting of the Council of the Royal Borough of Windsor & Maidenhead to be held in the Council Chamber at the Guildhall, Windsor, on Tuesday 8 December 2009 at 7.30 pm for the purpose of transacting the business specified in the Agenda set out hereunder.

2. COUNCIL MINUTES - To receive the minutes of the meeting of the Council held on 22 September 2009

3. DECLARATIONS OF INTEREST - To receive declarations of interests in respect of any item to be considered at this meeting.

4. MAYOR'S COMMUNICATIONS (20KB PDF) - To receive such communications as the Mayor may desire to place before the Council.

5. PETITIONS - To receive any petitions presented by Members on behalf of registered electors for the Borough under Rule A.10. Councillors Holness, Mrs Endacott and Mrs Yong have given notice that they wish to hand a petition in.

Can the Liberal Democrat representative explain which pay increases she voted for at the Fire Authority Meeting on 24 June 2009?

Is the Liberal Democrat representative aware of how other authority members from RBWM voted on the pay increase on 24 June 2009?

10. MOTIONS ON NOTICE - To consider the following Motions submitted under Rule A12 (procedural note enclosed):-

i) by Councillor Holness

This Council notes that many organisation, individuals and councils have signed up to the 10:10 campaign

The idea of a ten per cent cut in carbon emissions in 2010 is supported by this Council. To help generate further publicity and support for the national 10:10 campaign, this Council resolves to commit to achieving a 10% cut in carbon emissions across all council premises including schools.

ii) by Councillor Mrs Herdson

This Council notes mailings on Warmfront have been made to residents on council tax and housing benefits. To increase the uptake of cavity wall and loft insulation, further action is needed. This Council therefore resolves both to widen its targeted groups and also to be more pro-active in its marketing activity.

iii) by Councillor Werner

Unemployed Londoners on job seekers allowance benefit from half price bus and tram travel. This Council believes that its unemployed residents should also be helped in their job search. It therefore resolves to develop a concessionary fare scheme in a similar fashion.

iv) by Councillor Mrs Newbound

This Council notes the limited financial return to the Primary Care Trust from their St Marks parking charges. The Council is disappointed that the PCT has overridden the Council's concerns about local residents and businesses.

The Council therefore resolves to negotiate with the PCT to remove these charges.

v) by Councillor Burbage

This Council notes the Selector decision on 20th November 2009 by the Local Government Association to prevent this Borough from requesting the Secretary of State to allow us to withdraw from Berkshire Fire Authority; further notes that the authority still intend to reduce fire cover in the borough; resolves
• to continue the campaign to provide the fire cover that local people want and pay for;
• requests that the Council apply to the Government directly to vary the Fire Services 2004 Act
• requests that the Cabinet consider the benefits of the Borough's membership of the LGA

vi) by Councillor J. Evans

2010 is the centenary of the Guides, and they will be joining the Scouts in their annual parade from Bachelors Acre to the Parish Church in Windsor on 18th April 2010.

In recognition and endorsement of the enormous contribution the scouting organisations have made to the life of the Borough and the nation, and to celebrate this milestone, it is moved that Council designate the 2010 Scouts & Guides Parade in Windsor as a Civic Event.

vii) by Councillor Mrs Quick

This Council notes the 12 years of service given by Cllr Elizabeth Hawkes, particularly in the field of education; further notes her dedication to the successful reprovision of Holyport Manor School; believes that we should find an appropriate way to honour her following her passing away; resolves to name the new street leading to the Manor Green school 'Hawkes Way' in her memory.

viii) by Councillor Bicknell

This Council notes that many book shops are running 2 for 1 offers over Christmas; advocates shops collecting these books and sending them as free gifts to British soldiers who cannot be at home for Christmas; requests that the Mayor write to major bookshops in our borough asking them to offer this scheme.
