YOU ARE HEREBY SUMMONED TO ATTEND the Meeting of the Council of the Royal Borough of Windsor & Maidenhead to be held in the Council Chamber at the Guildhall, Windsor, on Tuesday 29 July 2008 at 7.30 pm for the purpose of transacting the business specified in the Agenda set out hereunder.

6. REVIEW OF POLICY, AND NOTES FOR GUIDANCE FOR STREET CAFES, DISPLAY OF GOODS, AND ADVERTISING BOARDS UNDER SECTION 115E HIGHWAYS ACT 1980 - To consider the recommendation of the Rights of Way and Highway Licensing Panel in relation to the above (See report at foot of the page)

What criteria are being used in evaluating the performance of Council Sub-Contractors particularly in road resurfacing contracts?

c)Question submitted by Councillor Chelani to Councillor Burbage, Leader of the Council:

The Department Of Communities and Local Government have stated that they wish to use a light touch enabling local authorities to best decide themselves how to implement the Sustainable Communities Act in their own local circumstances.

Will the Leader expand his earlier thoughts as to how these new powers might be used in our Borough?

8. MOTIONS ON NOTICE - To consider the following Motions submitted under Rule A12:-

i) by Councillor Dudley

This Council notes that since The Licensing Act 2003, lap dancing establishments have only required the same licensing arrangements as karaoke bars and café's. This has resulted in a doubling of such establishments in the United Kingdom to over 300. The Department for Culture, Media and Sport is currently conducting a review which may result in these establishments being reclassified as "sex encounter establishments".

This Council requests that a letter be sent to The Culture Minister, The Rt Hon Gerry Sutcliffe, requesting that any such new legislative changes be retrospective, in order that The Royal Borough can have the opportunity to review the individual cases of these establishments currently in operation in The Royal Borough.

ii) by Councillor Baskerville

The Council welcomes the recognition members of the Women's Land Army and Women's Timber Corps are somewhat belatedly getting from the Government. We are only sorry that many of the women who were eligible for a badge of honour are no longer around to receive it. In an effort to rectify this all haste should be made to trace surviving members of these valuable groups and give them the awards their contribution to the war effort undoubtedly deserves. In addition the borough will facilitate a suitable ceremony to mark this recognition.

iii) by Councillor Mrs Newbound

In view of residents' concerns, about the advertising, in particular of development land, currently in place, this Council should review its policy of sponsorship of roundabouts. This policy should be open and transparent to the public.

iv) by Councillor Werner

This Council notes the votes on the Government proposal to set 42 days limit for detaining residents without charge. As with many local authorities this Council has striven to generate community cohesion and prevent extremism by working with diverse communities seeking to understand their aspirations and concerns.

This Council notes this positive approach is in stark contrast with the counterproductive action taken by the Government in reducing basic freedoms which are likely to heighten fears amongst residents about discrimination and possible targeting.

This Council therefore resolves to write to the Prime Minister and Home Secretary expressing this Council's concern about the implications of the 42 day limit.
