YOU ARE HEREBY SUMMONED TO ATTEND the Meeting of the Council of the Royal Borough of Windsor & Maidenhead to be held in the Council Chamber at the Town Hall, Maidenhead, on Tuesday 24 June 2008 at 7.30 pm for the purpose of transacting the business specified in the Agenda set out hereunder.

a)Question submitted by Councillor Smith to Councillor Rayner, Lead Member for Highways, Transport, and Environment:
How many council staff use council car parks free of charge?

b)Question submitted by Councillor Mackay to Councillor Rayner, Lead Member for Highways, Transport, and Environment: Could the lead member please give an update as to what is happening regarding the Thames Path Link from Bridge Gardens?

c)Question submitted by Councillor Baskerville to Councillor Mrs Knight, Lead Member for Planning and Housing:
In February Cllr Derek Wilson expected the empty homes brought back into use to rise in 2007/8. What lessons does the lead member take from the figures actually achieved?

d)Question submitted by Councillor Mrs Newbound to Councillor Mrs Knight, Lead Member for Planning and Housing:
The average parking provision for new dwellings is set at 1.5. How near to this figure has been achieved in planning permissions granted in the last five years?

e)Question submitted by Councillor Adams to Councillor Mrs Quick, Lead Member for Children's Services:
Will you please give me the assurance that at the new site of Holyport Manor School on Cox Green Playing Fields, autistic children will be able to go outside their school buildings and not be affected by noise from either local aircraft or the trains?

f)Question submitted by Councillor Adams to Councillor Burbage, Leader of the Council:
Could the leader give up an update on the progress in opposing unsustainable expansion of Heathrow Airport?

g)Question submitted by Councillor Beer to Councillor Burbage, Leader of the Council:
The Aviation Forum received a presentation on the NATS proposals for changes to the northbound departure flights from Heathrow. What action have you taken to respond to the consultation?

h)Question submitted by Councillor Beer to Councillor Burbage, Leader of the Council:
A number of Royal Borough residents participated in the recent NO expansion at Heathrow rally at Sipson. How many of the new Administration which claims to be opposed to Heathrow expansion supported this action?

10. MOTIONS ON NOTICE - To consider the following Motions submitted under Rule A12:-

i) by Councillor Baskerville: "This Council resolves that no resident or business within the vicinity of St Marks Hospital should be either inconvenienced or financially disadvantaged by the imposition of parking charges by the Primary Care Trust."

ii) by Councillor Mackay: "This Council notes that Hebden Bridge pioneered the concept of Walkers are Welcome in Spring 2007, and that a growing number of towns and villages have followed their example. This Council further notes the benefits to the countryside and local economy from visitors enjoying the outdoors. The Council therefore resolves to ensure its footpaths are such a good state that any campaign for Walkers are Welcome would not be fatally undermined by their poor condition."

iii) by Councillor Adams: "This Council is horrified by the planned disposal of lock keepers' homes by the Environment Agency and resolves to campaign against this in the most vigorous manner."

iv) by Councillor Stretton: "That this Council notes the Environment Agency's intention to remove the resident Lock Keeper from Cookham Lock Keeper's house; access to the Lock crosses the Odney Common, over which there are no vehicle access right; further notes that Cookham Parish Council would have to give permission to use this roadway across the Common; resolves to request that the Leader put the full resources of the Royal Borough behind supporting Cookham Parish Council should they choose to deny access."

v) by Councillor Etherington: "That this Council notes the prevalence of balloon releases at events; believes that despite their popularity these releases cause problems with litter and damage the environment; further believes that the council should discourage mass/deliberate releases of balloons in Windsor & Maidenhead; resolves to use Council resources to look at how best to achieve this aim."

vi) by Councillor Beer: "This Council strongly opposes the EA proposal to cease 24/7 on site cover of experienced staff at locks and weirs in favour of income generation by sale or lease of a significant number of lock keepers' houses, and that appropriate letters be sent to EA, MPs, and Central Government.
