WELCOME AND INTRODUCTIONS
APOLOGIES FOR ABSENCE
MINUTES FROM LAST CONFERENCE - To receive the Minutes from the last Conference held on 15 November 2007
NEIGHBOURHOOD POLICING - Acting Superintendent Jim Templer will be present at the Conference to address the meeting in relation to neighbourhood policing and neighbourhood action groups. There will be an opportunity for discussion and questions.
DECRIMINALISED PARKING ENFORCEMENT - To receive an update from David Scott, the Royal Borough's Head of Community Services, on the operation of the Council's Decriminalised Parking Enforcement Scheme, following its implementation on 14 January 2008. There will be an opportunity for discussion and questions.
SUSTAINABLE COMMUNITIES ACT AND LEARNING FOR SUSTAINABILITY - Anne Martin (Sunningdale Parish Council) and Tim Morton (Royal Borough's Learning for Sustainability Co-ordinator) will be present at the Conference to address the meeting on Sustainability. This will also refer to the Sustainable Communities Act, further information on which can be located at www.unlockdemocracy.org.uk, where a detailed guide can be located on how the Act will operate. There will be an opportunity for discussion and questions.
'OUR NHS, OUR FUTURE - A PUBLIC CONSULTATION' - Carolyn Finlay, from the East Berkshire Primary Care Trust, will be present at the Conference to address the meeting on a consultation on proposed changes to health across East Berkshire. The consultation runs from 21 January to 14 April 2008. There will be an opportunity for discussion. (Presentation slides at bottom of page)
'ADDING CAPACITY AT HEATHROW AIRPORT; - A DEPARTMENT FOR TRANSPORT (DfT) CONSULTATION - Terry Gould, the Royal Borough's Head of Public Protection and Sustainability. will be present at the Conference to address the meeting in relation to this DfT Consultation.
OVERHANGING TREES AND SHRUBERY - White Waltham Parish Council has submitted this item, as follows: "The Borough requires householders to cut back large trees and shrubbery adjacent to their properties at short notice, leading to some expense. What is the Council's policy in this regard?
QUESTIONS SUBMITTED TO THE CONFERENCE - The Conference will recall that a number of questions were submitted by Parishes on issues relating to Planning at the last Conference held in November, and answers to these questions were made available at the meeting.
For ease of reference, these will also be re-produced on the Council's web site with the Agenda for the meeting, together with the addition of further questions that have been submitted in advance of this meeting. A copy has also been sent via e-mail to all Parish Clerks.
PARISH CONFERENCE - CONSULTATION - To confirm that, in accordance with the Chairman's comments at previous Conferences, a consultation with all Parish and Town Councils on the format of the Parish Conference will be undertaken. A consultation document will be prepared, and will be distributed to all Parish and Town Councils in the very near future. It is intended that all responses received to the consultation by the deadline, will be collated, and a report will be presented to the next Conference meeting, summarising these responses. The Conference will then be invited to agree a way forward. All Parish and Town Councils are urged to respond to this important Consultation.
PRESENTATION AT NEXT CONFERENCE - The Conference will no doubt recall that, at the Conference meeting in June 2007, it was agreed that there should be an opportunity for Parish and Town Councils to share their experiences and successes in relation to projects and schemes that they may be involved in. Hence, the Conference is invited to agree upon the presentation for the next Confeernce in June 2008.
