Is the Leader content that the Borough has moved from being a 'Good' authority in 2003 to being an 'adequate' authority in 2006 under Liberal Democrat stewardship?

As the public consultation relating to Holyport Manor School resulted in a sound rejection of a move to Cox Green, why does the recent Cabinet resolution ignore the significant majority of views of the responses to the Council's consultation?

j) Question submitted by Councillor Rayner to Councillor Mrs Gliksten, the Leader of the Council:

Please can the Lead Member confirm that is a legal responsibility of the RBWM to ensure each Parish Council has its own Flood Plan to comply with Government legislation.

k) Question submitted by Councillor Rayner to Councillor Werner, the Lead Member for Community Partnerships:

Please can the Lead Member confirm that he agreed to look into and support an application for CCTV for the village centre of Horton and Wraysbury (minuted at the Council Meeting of 26/9/06)?

l) Question submitted by Councillor Wilson to Councillor Wood, the Lead Member for Transportation and Traffic Management:

Does the Borough issue tickets to cars parked on any yellow lines in Maidenhead?

13. MOTIONS ON NOTICE

To consider the following Motions submitted under Rule A12:-

i) by Councillor Iles:

"This Council regrets the loss of eleven Post Offices between 1999 and 2005 in Windsor and Maidenhead and notes with concern the announcement by the Government of plans to close 2500 Post Office branches across the UK. This Council fully appreciates the social importance of Post Offices to the wellbeing of both communities and individuals in the Royal Borough.

This Council believes that the recently announced closure programme is unnecessary and calls on the Government to :

End the branch closure programme and invest in the Post Office network by removing the Royal Mail restrictions on the Post Office to open up further business opportunities for the network, stop removing Government business from Post Offices and carrying out a review of which additional Government functions could be carried out through Post Offices

This Council calls on our local Members of Parliament to lobby Ministers to save the Post Office from gradual demolition and to protect this vital service for people."

ii) by Councillor Wilson:

"This Council, noting the actions being taken by East Berkshire College to close the campus in Maidenhead

  • strongly urges the Management Board to review its policy, due to the impact that this closure will have on the residents that live in Maidenhead
  • deplores this action as detrimental to the education facilities in Maidenhead
  • requests that the Chief Executive write to the Chair of Governors of East Berkshire College to inform him of this resolution"

iii) by Councillor Grey

This Council

  • notes with concern that a number of local authorities have been prevented by Planning Inspectors from specifying higher energy efficiency standards in their local development plans than those required by Building Regulations;
  • notes, too, that the new draft PPS will further limit councils' powers to require higher energy efficiency standards in new developments; and therefore:
  1. supports Martin Caton MP's Local Planning Authorities: Energy and Energy Efficiency Bill (introduced into Parliament with cross-party support on 13 December), which would allow councils, if they so choose, to include in their local development plans reasonable requirements for higher energy efficiency standards, microgeneration and the generation of renewable and low carbon energy in all developments;
  2. calls for the new draft Planning Policy Statement to be changed to remove the proposed limits on the powers of local authorities to specify such standards; and
  3. resolves to respond accordingly to the DCLG consultation on the draft PPS and to write to Martin Caton MP expressing its support for his Bill.

iv) by Councillor Burbage

With reference to the Sustainable Communities Bill, to pass the following resolution in support of the Bill:

That this Council

  1. Supports the Sustainable Communities Bill which will devolve more power from Whitehall to councils and communities by
    • giving councils more power over money spent by national agencies on local matters in their areas; and
    • giving councils and their communities the power to drive government policy to assist them in promoting sustainable communities and thereby help councils to protect the wellbeing of their communities and citizens;
  2. Notes that the Bill is promoted in Parliament by a cross-party group of MPs led by Nick Hurd MP, David Drew MP and Julia Goldsworthy MP and is supported by 363 MPs, well over half the House of Commons; and
  3. Therefore resolves to write to the Secretary of State for Communities and Local Government, urging her to support the Bill and to inform the leading MPs of this decision.
