4. MAYOR'S COMMUNICATIONS
Since the last Council meeting the Deputy Mayor and I have carried out the following engagements:-

5. PUBLIC QUESTIONS
i) Mrs Benta Hickley of Bells Lane, Horton will ask the following question of Councillor Wood, Lead Member for Transportation and Traffic Management:
"First Direct buses operate a zoned fare structure which generally results in a price increase where the route leaves Berkshire. Although within Berkshire, Horton and Wraysbury children (not attending Churchmead school) are in a separate zone to other RBWM villages and are denied a 1/2 price (child) fare and have to pay adult fare on the morning school bus service.
Why does RBWM allow a school bus service, which is run by a company in receipt of "...financial support from the Royal Borough…", to charge RBWM children living in Horton and Wraysbury adult rates to get to school?"
ii) Mr Charles Hollingsworth of Alwyn Road, Maidenhead will ask the following question of Councillor Wood, Lead Member for Transportation and Traffic Management:
"Can the Council give assurances that the results of a survey conducted in Courthouse Road relating to traffic calming will be taken into full consideration when deciding what action is to be taken in the area?"
6. PETITIONS
To receive any petitions presented by Members on behalf of registered electors for the Borough under Rule A.10. Councillors Burbage and Mrs Endacott have given notice of a petition.
7. POLITICAL BALANCE
The political balance and allocation of seats on the Standing Committees has been reviewed following the establishment of the Audit Panel at the last meeting of the Council.
Members are asked to note that the establishment of the Panel has resulted in the Liberal Democrat Group gaining three additional seat (on the new Audit Panel), the Conservative Group gaining two additional seats (on the new Audit Panel), the West Windsor Residents' Association gaining one seat and Councillor Gregory (Independent) losing one seat. It is suggested that the West Windsor Residents' Association be allocated the seat on the Overview and Scrutiny Committee previously held by Councillor Gregory, with the West Windsor Residents' Association nominating a substitute for that Committee (see item 8 below).
8. APPOINTMENT OF COMMITTEES / PANELS / FORUMS ETC
i) Audit Panel - Members will recall the establishment of the Audit Panel at the last meeting. Council is asked to approve the membership of the Panel as follows:
Councillor Werner (Ch), Councillors Adams and Eglise (LD), Councillors Hilton and Story (Con').
Substitutes: Councillors Holness, Howes and Wiles (LD) and Councillors Mrs Bateson and Wilson (Con')
NB: The Audit Panel is due to meet on a quarterly basis and the exact dates will be agreed with the Chairman.
ii) Overview and Scrutiny Committee - in line with item 7 above, Members are asked to note the nomination by the West Windsor Residents' Association of Councillor Mrs Endacott on the Overview and Scrutiny Committee with Councillor Gregory as substitute.
9. LOCAL DEVELOPMENT FRAMEWORK: CORE STRATEGY AND POLICIES DEVELOPMENT PLAN DOCUMENT: SUBMISSION DOCUMENT
To note progress of the Core Strategy and Policies Development Plan Document and consider its approval (see report attached at the bottom of this page)
10. AUDITORS' REPORT ON THE ANNUAL ACCOUNTS 2005/06
To consider the adoption of the audited accounts 2005/06 following consideration of the External Auditors' (KPMG) comments (see report attached at the bottom of this page)
11. NON-COUNCILLOR MEMBERS OF THE STANDARDS COMMITTEE
To consider applicants for the vacant position on the Standards Committee and appoint a replacement for the remainder of the 4 year period (see report attached at the bottom of this page)

Please can the Lead Member inform the residents of Wraysbury and Horton whether the Council were informed that the Environment Agency were to carry out trial bore and trial trenching along the route of the proposed Thames 3 Flood Alleviation Scheme?

Please can the Lead Member inform the residents of Horton and Wraysbury if the Council can help or support an application to the Home Office for cameras in the centre of the two villages in order to reduce vandalism whilst the police are not present outside office hours?

The 2006/7 Budget provided for savings from Corporate Initiatives amounting to £1,032,000. What Corporate Initiatives has the Authority decided to implement and how much money are each of these initiatives expected to save in 2006/7?
13. MOTIONS ON NOTICE
To consider the following Motions submitted under Rule A12:-
i) by Councillor Wood:
"This Council urges the Government in formulating its new national Aviation Strategy to have absolute regard to the overriding principles of sustainability in relation to all the key elements relating to environmental, social, health and economic considerations"
ii) by Councillor Mrs Howes:
"This Council utterly rejects the government's recent proposal to introduce a Housing and Planning Delivery Grant intended to come into effect in 2008/09, which seeks to provide financial incentives to local authorities to deliver more housing, with no recognition of the need for of sustainability, the need for affordable housing and improved infrastructure. The Council therefore calls upon our two parliamentary representatives to reject any such strategy and to use their position in parliament to urge the Secretary of State to withdraw this proposal."
14. LOCAL GOVERNMENT ACT 1972 - EXCLUSION OF THE PUBLIC
To consider passing the following resolution :-
"That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the remainder of the meeting whilst discussion takes place on item 15 on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 1-7 of part I of Schedule 12A of the Act"
