6. APPOINTMENT OF COMMITTEES / PANELS / FORUMS ETC
- To note the following amendment to the membership of the Maidenhead Town Partnership Management Board as notified by the Liberal Democrat Group Leader:- Councillor Mrs Napier to replace Councillor Herlinger.
- To note the following amendment to the membership of the Forward Plan Consultative Panel as notified by the Conservative Group Leader:- Councillor Mrs Bateson to replace Councillor Burbage as a member and Councillor Burbage to replace Councillor Mrs Bateson as a substitute member.
7. INSPECTOR'S REPORT INTO THE ROYAL BOROUGH OF WINDSOR AND MAIDENHEAD LOCAL DEVELOPMENT FRAMEWORK: STATEMENT OF COMMUNITY INVOLVEMENT EXAMINATION AND SUBSEQUENT ADOPTION
To consider the adoption of the Royal Borough of Windsor and Maidenhead Local Development Framework: Statement of Community Involvement (see below to view report).

a) Question submitted by Councillor Burbage to Councillor Eglise, Lead Member for Finance:-
Could the Lead Member please provide details of the average pension for full time employees of the Royal Borough who retired from April 2003 to March 2006 including how much was paid in employee and employer contributions respectively for that average pension?
b) Question submitted by Councillor Hilton to Councillor Eglise, Lead Member for Finance:-
In 2003/04 the Council's performance for its speed of processing new claims and changes of circumstances for Housing and Council Tax benefit was at, or better than standard. Would the Lead Member explain why today, a year after a delivering excellence review, he has been unable to achieve 2003/04 performance levels?

How much money has been collected through Section 106 funding for Educational Facilities within the Desborough School's catchment area since this scheme was adopted?
d) Question submitted by Councillor Hilton to Councillor Fagence, Lead Member for Leisure & Cultural Services:-
During the Sunninghill and South Ascot by election Lib' Dem' literature claimed that they had made mobile skateboard equipment available at Charters School. Would the Lead Member confirm that 70% of the £14,000 cost of this equipment was provided by the Ascot Fire Brigade Trust?
e) Question submitted by Councillor Rayner to Councillor Mrs Proctor, the Lead Member for Adult Services:-
Please would the Lead Member let me know what is the business relationship between the Royal Borough and Windsor Housing including how it operates within the Borough and who dictates the housing policy of Windsor Housing?
f) Question submitted by Councillor Burbage to Councillor Mrs Pitteway, the Lead Member for Education and Lifelong Learning:-
Can the Lead Member assure the Council that necessary measures are in place for staff at Borough schools to report, and have resolved, ongoing problems or issues related to workplace harassment or bullying, without fear of reprisals or counteraction?
g) Question submitted by Councillor Story to Councillor Mrs Gliksten, the Leader of the Council:-
At the Cabinet meeting of 27 April 2006 I stated precisely the views of residents relating to the Authority's duty under Section 41 of the Highways Act 1980. Can the Leader explain why the Cabinet decided not to record the views of these residents in the minutes of that meeting?
h) Question submitted by Councillor Story to Councillor Wood, the Lead Member for Transportation & Traffic Management:-
Can the Lead Member state when I can expect to receive the documentary or other evidence I asked for at the Cabinet meeting on 27 April 2006 which shows that the Authority is not in breach of its statutory duty under Section 41 of the Highways Act 1980 in respect of the roads in Sunninghill and South Ascot?
i) Question submitted by Councillor Smith to Councillor Mrs Gliksten, the Leader of the Council:-
Would the closure of Windsor Fire Station adversely affect the protection of Windsor Castle and surrounding areas with regard to fire risk?
j) Question submitted by Councillor Mrs Yong to Councillor Werner, Deputy Leader and Lead Member for Community Partnerships:-
Given the importance of wide cross-party working on the long term issues of sustainability and the environment, why has the Council's working group been scheduled during the normal working day thereby effectively excluding a large number of Councillors who happen to work for a living?
k) Question submitted by Councillor Wilson to Councillor Mrs Pitteway, the Lead Member for Education and Lifelong Learning:-
Why are developments on Shoppenhangers Road excluded from Desborough School's catchment area?
l) Question submitted by Councillor Burbage to Councillor Mrs Gliksten, the Leader of the Council:-
Can the Leader explain why the presentation to Cabinet of the Corporate Performance Assessment of the Borough by the Audit Commission will be delayed until July as laid out in the Forward Plan and as discussed by the Overview and Scrutiny Committee on 12 June under the 'Delivering Excellence' report?
m) Question submitted by Councillor Rayner to Councillor Mrs Pitteway, the Lead Member for Education and Lifelong Learning:-
Would the Lead Member for Education tell the Council who monitors truancy within the Royal Borough and at what point does the LEA contact the parents/guardians of the children believed to be absent from school?
11. MOTIONS ON NOTICE
To consider the following Motions submitted under Rule A12:-
i) by Councillor Mrs Gliksten:
"This Council recognises that in this day and age local services are more important than ever in helping communities retain their identity and that the emergency services are absolutely vital in making communities feel safe and secure. This Council therefore utterly deplores and opposes any short-sighted and undemocratic proposals to close the Windsor Fire Station and sell the site to developers and in light of the both the strength of public opposition and the obvious wide-ranging safety implications, urges the Royal Berkshire Fire Authority to reject any such proposal."
ii) by Councillor Hilton:
"This Council recognises that it is sound management practice for up to date procedures, including quality standards, to be available for Planning Staff and supports the provision of appropriate procedures."
iii) by Councillor Burbage:
"This Council recognises that the provisions of the Local Government Act 2000 relating to the rights of Members of Scrutiny Panels are not adequately reflected in the current Council Constitution, and resolves that officers be requested to prepare relevant amendments in a report to the forthcoming Council meeting of 1st August 2006 to bring the Constitution into line with legal requirements."
