  1. The Local Transport Plan Annual Performance Review for 2004/5 saw the Royal Borough come bottom out of the 85 authorities in England with a grade of 49% weak. The Government's review said "Core indicators not on track: cycling, rural bus accessibility. GOSE gave the council 0 marks out of 30 for its progress on scheme delivery partly because of financial problems facing the council." As a result of this poor performance the Government has docked 12.5% of the Royal Borough's transport funding allocation for 2006/7. This was the highest financial penalty imposed on any council in the country. Could Councillors tell me why we were bottom of the list, and as a regular user of most forms of transport in Windsor should I be concerned about the future?
  2. In October 2004 I addressed the Town Forum about the lack of tree planting and ongoing tree care across the Royal Borough. Only 80 trees had been planted in 2004 and street trees were being replaced with tarmac. The minutes of the meeting read "Members were concerned at the lack of tree planting and pledged to look at this." In 2005 the council planted 96 trees, of which 15 were simply replacing vandalised trees. I understand that the council plans to plant no more than this number in 2006. Are Councillors happy at the outcome of the pledge they made in 2004?
