Referendum Notice

In accordance with The Local Authorities (Referendums) (Petitions and Directions) Regulations 2000, the Royal Borough of Windsor and Maidenhead is required to publish the number of local government electors required for determining the validity of petitions received under these Regulations.

The Regulations make provision for the holding of a referendum where at least 5% of the local government electors in an authority's area petition the authority for the holding of a referendum on the question of whether the authority should operate executive arrangements which involve a mayor, under the provisions of the Local Government Act 2000.

The 5% figure for Windsor and Maidenhead Borough Council is: 5,252 electors. This number will have effect for the purposes of determining the validity of petitions received between 1st April 2011 and 31st March 2012.

The background to this requirement is to be found in the Local Government Act 2000 which requires authorities to adopt one of two executive models of decision-making as follows :-

  • leader with cabinet
  • elected mayor with cabinet

The Royal Borough of Windsor and Maidenhead has adopted the leader with cabinet model. There are statutory requirements for a local authority to hold a referendum about the form of executive to be adopted, where it has received a valid petition to do so.
