Every domestic property was valued by the Government based on its estimated Capital Value (sale price) as at 1st April 1991. The valuations are not precise, each property is placed in a band which has a range of values and the aim is to establish its relative value compared with other homes in the local area so that the tax burden is fairly shared out.
