A person can apply for a 100% exemption from council tax for up to 12 months for any dwelling which has been rendered uninhabitable as a result of a natural disaster and which requires substantial building or remedial works to make it habitable again (the property concerned does not have to be unfurnished and recognises the fact that, say, a flooded house may be used to store furniture as remedial works are undertaken whilst the occupier lives elsewhere temporarily).
