A Development Team Approach

RBWM Building Control Consultancy offers a Development Team Approach ( DTA ), where our aim is to speed up applications by bringing together the various Local Authority Regulatory Services at the pre-planning stage. This is a service uniquely provided  by Local Authority Building Control, offering a co-ordinated service, benefiting the customer by reducing the scope for conflicting advice and better build quality.

DTA is the concept of bringing together all local authority regulatory agencies which affect the development process, to provide a developer/ business/ designer with a co-ordinated approach to the development from concept to completion.

The Developement Team Approach is primarily aimed at those major developments which usually involve consultation with a wide varying number of agencies. We will create a single group contact point for your company to co-ordinate your submission through to final approval. Builders, developers and construction professionals will receive:-

a single point of contact within the council to co-ordinate services to be provided

a clearer understanding and more customer friendly experience of the regulatory service

a reduction in conflicting advice and decisions given by the varying regulatory services

savings on time and money by receiving pre-construction advice at an early stage of the process

clearer Local Authority organisation to gain access to

We understand that timescales and achievements at the pre-construction stage are vitally important to developers to allow speedy commencement and completion of works to fulfll their client's aims and objectives.

The issues under discussion at the Development Team meetings will go beyond building control, with the purpose to establish more integrated corporate working practices which allow local authority services to work in unison, reducing the danger or risk of giving conflicting advice to developers.

How does it work?

A team will be set up to advise the developer and help speed the application through to final approval. Most development teams will involve a core of officers from Planning, Building Control and Highways but any other specialists can be brought in as required, e.g. Engineering, Environmental Health, Licensing and the Fire Service. Building Control will also carry out pre-application consultations with the Fire Safety Officer on any matters that may prove problematic later on.

Meetings will be held at regular intervals. Smaller technical meetings may be held and the results of these will be fed back to the main team.

Both approaches mean the developer has one point of contact with Local Authority Building Control and all the other local authority departments. Any problems can be resolved around the table.
