National Fraud Initiative (NFI) - Fair Processing Notice

We are required by law to protect the public funds we administer. In order to detect and prevent fraud, we are required to share information provided to us with other bodies responsible for auditing or administering public funds.

The Audit Commission appoints an external auditor to audit our accounts. It is also responsible for carrying out data matching exercises.

Data matching involves comparing computer records held by one body to other computer records held by the same or another body to see if they match. The data involved is usually personal information.

Data matching allows potentially fraudulent claims and payments to be identified. Where a match is found it may indicate an inconsistency requiring further investigation. No assumption is made as to whether there is fraud, error or some other explanation, until an investigation is carried out.

The Audit Commission requires us to provide a number of datasets. These are set out in the Audit Commission's guidance. The exercise involves RBWM providing data from:

  • Staff payroll and pensions
  • Trade creditors
  • Housing Benefits (supplied by the DWP)
  • Council Tax
  • Electoral Register
  • Student loans (supplied by the Student Loan Company)
  • Private care home residents supported by the Royal Borough
  • Transport passes and permits (including residents' parking, blue badges and concessionary travel)
  • Insurance claimants
  • Licenses (market traders/operators, taxi drivers and personal alcohol suppliers).

The use of data by the Audit Commission in a data matching exercise is carried out with statutory authority under its powers in Part 2A of the Audit Commission Act 1998. It does not require the consent of the individuals concerned.

Data matching by the Audit Commission is subject to a Code of Practice.
