The Blue Badge Scheme is intended to apply only to those people with a permanent disability and who have severe mobility problems. The eligibility criteria is divided into two categories - automatic and discretionary.
Automatic criteria are:
Disability Living Allowance (DLA) - Higher rate mobility component
All applicants who are aged under 65 should normally be in receipt of this allowance.
If you are under 65, and have chosen not to apply for DLA, you will need to provide additional supporting information that confirms your degree of disability would meet the criteria for DLA.
A person who is not in receipt of Higher Rate Mobility DLA, and who does not have the walking difficulties normally necessary to qualify for a badge, who will not be eligible.
